Can failure to file a divisional patent application due to negligence on an attorney's part be a valid ground for timely broadening reissue application? My question is restricted to only cases wherein the divisional application was not filed by the attorney in spite of instructions from the patentee.

This is, sadly, not uncommon for inventors, and one of the reasons that patent and invention professionals, such as lawyers, get slapped with a bad reputation.
You may wish to contact another attorney in order to determine whether you have a valid claim for malpractice. Whether you are eligible for reissue is determined by the unique details of your application and what paperwork, if any, was filed by your former attorney.
